- » There are many returns moved for In Parliament and printed which are of very little use either to members or the public, One, however, was presented last session, on the motion of the Hon. Mr Bowen, which sets at rest to some extent the question as to what is the indebtedness of the colony, and to what extent the liabilities have been increased during the past five years. It is of importance that the constituencies should clearly understand what has been done in the way of adding to the public debt by a Miniati-y which gained power to a very large extent by professing a non-borrowing policy, The net debt of the colony is given at the' respective dates as standing as follows 1891 ' .. £37,670,408 1892 a. ... 38,272,900 1893 : ... 38,374,555 1894 ... 39,166,491 1895 .. ...; ... 39,952,032 The above figures give the increase during the five years as £2,281.624. It must be noted, however, that £i,500,000 borrowed-.under the Ad vances to Settlers Act is not included in the above figures, neither is .account taken, of the £2)000,000 guarantee to the Bank given in 1894, nor of the 1 guarantee and purchase of shares of that institution of last session, which amounts to £3,231,000. The amount of Consols .issued is also not included, Notwith' standing the above figqres, the Colonial Treasurer in his budgets has claimed a surplus of revenue, " and has para led the fact that he has carried large sums to the public works account, taken from this surplus,. ! ■
