SAMOAN QUESTION.
LORD ROSEBERY EXPLAINS, (BY ELEOTRIO TELEGRAPH.-COPYRIGHT). London, November 17. IN a letter to The Times, Lord Rose* bery, alluding to his recent remarks respecting the action ef the New Zealand Government' with regard,.to Samoa, expresses regret that he used words boyond his,ineaniug, and explain?,that they referred to a message from Auckland under date of October 25th, which apparently had no foundation in fact, to the effect that a leading, member .of the New Zealand Cabinet was about to visit Samoa iu connection with the proposal that New Zealand should assume the control of the group. The Times, in dis* cussing the Premier's letter, asserts that official despatches fully sustain the statement of October 25th, given as announced in New Zealand.
