The Sydney Morning Herald, referring to the decisions in tho New Zealand Parliament, on federation, says it is plain that if tho colony meant business it v:ould have insisted on a full share in its representation. In any case, it would scarcely havo sent Sir George Grey, whose opinions arc anti-foderal, or Captain Russell, who has already expressed himself with marked ltikewanmiess. New Zealand, in the opinion of the Herald, is evidently desirous of steering a middle course, not committing herself cither to isolation or to union, but wishing to leave tho door opon for an entrance into the dominion by-anj-by, if policy should favour such a course.
