FEDERATION.
NEW ZEALAND'S ACTION CEITICISED. (by electric telegraph.—copyright.) Sydney, September 10. The Sydney Morning Herald in an article referring to the decision of the New Zealand Parliament on the Federation resolutions states that those hsre who favour federation would have been glad of the presence of Now Zealand delegates at fhe convention as they would have been able to contribute suggestions and criticise the question from their own point of view and could have , exercised an influence in the shaping of the federal plan, which might have made it easier for New Zealand to join when that colony found the time had come. The Herald adds that the flat refusal of New Zealand to take part in the Conference is or the greatest importance possible to the future of these colonies and certainly to that of New Zealand. If, it says, her position is to be materially altered by inclusion so it will be by exclusion, and the insularity of feeling cuts off for the future any blends ing of the fortunes of Australia and New Zealand and leaves the latter colony permanency more dependent upon assistance from the mother country.
