BISMARCK RESIGNS THE CHANCELLORSHIP.

March 10, The Globe states that General j Von Capriva, formerly chief of the German Admiralty, has been appointed to succeed Prince Bismarck. Berlin, March 19. The Emperor William's accep- ] tance of Dr. Windthorst's proposal to restore the Guelph Fund to the Duke of Cumberland was the cause of Prince Bismarck resigning. All the Prussian Ministry resigned simultaneously. Count Waldersee will probably succeed Prince Bismarck as Chancellor of the German Empire. THE LATEST. APPOINTMENT OB 1 PRINCE BISMARCK'S SUCCESSOR. London, March 20. The English Press doubts the German Emperor's ability to dispense with Bismarck. Berlin, March 20. The appointment of Da Capriva to succeed Bismaick is confirmed. It is reported that de Bretticher wilt become President of the Prussian Ministry, and Count Herbert Bismarck will probably go as ambassador either to Paris, London, or Constantinople. It is thought that Bismarck considers himself slighted because the Emperor did not consult him on all points of the policy. The crisis has caused a heavy fall on Paris and Vienna bourses, but has only been slightly felt in the London stock exchanges.
