Thk St. Petersburg correspondent of the Daily Telegraph says :—" 1 have had an interview with a member of the Russia Revolutionary party concerning that socalled 'accident' to the Czar's train near Borki. He denies that it was an accident, and declares that it was an attempted assassination, planned by an independent Revolutionary circle. To my objections that the mishap was almost to be expected, as Borki has always been reported to be a dangerous spot, the sleepers being made of charred and unserviceable wood, and that, moreover, the conspirators naturally would not choose daylight for their murderous work, when it would be so difficult to tamper with the line without being observed, he replied by asking where was the difficulty if the indispensable official connivance was obtainable. ' accident' and plot my interlocutor undoubtedly was well informed, but I cannot guarantee him incapable of sacrificing truth to politics. His statement has weight in connection with the letter published on Wednesday in the Moscow Gazette, admitting the possibility of an attempted assassination and accusing Austria of abetting the conspirators. The revolutionary movement is evidently reviving, and I know as au incontrovertible fact that the party of action has lately purchased for a large sum a Russian periodical, not to propagate its ideas, but to serve simply as a screen for meetings, consultations, and correspondence. I shall say more about this matter whenever the periodical is suppressed."
