The fiist meeting of tne Conference organised to discuss the advisability of I'm "dial Federation was held today. There was present a l.irjre number of colonial and English delegates. Mr W. E. For&ter, late Chief Secretary for Ireland, was appointed ehaiiman, and in his opening speech mged that federation of the British Empire should be earned, out on the piinciple of peifect equality. Mr W. H. Smith, M.P., moved a lesolution setting forth that fedeiation is essential to the pei manent unity of the Empiie. Earl llosebury seconded the motion, but said that lie was not in favour of any inteiference with the local autonomy of the vaiious parts of the Empiie. His Lordship suggested that colonial delegates should sit in the House of Lords. Mr Stanhope, M.F , moved that a society be forme 4 for the furtherance of the object of the conference. After discussion, both resolutions -were adopted, and it was decided to appoint a committee with Mr Forster as chairman to cany out the decision of the meeting.
