The forecast of the Queen's Speech to be delivered at the opening of the Imperial Parliament to-day, states that England's relations with foreign Powers continues friendly. It hopes that the measures which had recently been taken in the Soudan will solve the difficulty without the necessity of armed intervention, and that Colonel Gordon will shortly discover the beat means for effectiug the evacuation of the Soudan. The disorder which has prevailed in Zululand has been overcome, and the country is now in a satisfactory condition. The state of affairs in Ireland shows signs of steady improvement.
