Leefe, momber of the Legislative Council of Fiji, had an interview with Major Atkinson for the pin pose of repi eventing to him the deoirc of the European* in Fiji for the incorporation of these islands with tho colony of Now Zealand. The hon. Mr Whitaker will leave by the WiUrarapa, on the 20th.
(Rocehed December 7th, 11.5 p.m.) Sydn'KY, Friday. It lias transpired that the Convention made several alterations in the draft Imperial Bill for the constitution of a Federal Council. The measure now consists of eleven clauses, and in addition to the points already telegraphed provides that the Governor of Tasmania shall have pow or to summons councils, or hold sessions at Hobait until otherwise decided. The presence of a majority will be necessary to constitute a quorum, and the decision of the majority is to prevail. The Federal Council is to have authority over British ship*, fisheries beyond terriorial limits, over desertei.s, and over defences within or without terriorial limits ; decision of the council to be valid only for those oolonios which agree to their power vested in the Governor of the colony where the council sits to assent, disallow, or reserve for Royal assent any measure passed. Any amount payable by the colonies in case of difference to be assessed by the Governor of Tasmania. Acts shall be invaded in any colony until the Legislature has adopted it, and not to be operative until four colonies have passed it.
