Bydvky, November 24. Ni:\\ s has been leceived that m\ Frenchmen h.ue landed at B.illin.i, on the coast of this colony. They <ue believed to be escapees from New Caledonia. The Agent-General of Victoiia in London lus telegiaphed to the Government that the French Cabinet have decided to piocefd with the Ti\\n->poit,itiou of Criminals Bill, notwithstanding the lecent rejection by the Senate of .seveial of its principal clauses. The Hon. James Francis, who has been in bad health for some time p.i&t, has buffered a relapae, and his condition is> again very critical.
