Manchester who as chairman of the Council presided, remarked that his observations duting his recent extendep tour through the Australian colonies had caused him to doubt whether the export of wheat from these colonies would be to success for some year^ to come. He also questioned whether the policy of free selection however well meant could be considered a success when judged by the existing results. It was certainly inj urious to squatters.
