MANGAPIKO HIGHWAY DISTRICT.
The annual meeting of the ratepayers of the above district was held at Paterangi, on Saturday, July 16th, at 1 o'clock. Mr Hun^erford Roche was elected chairman, and opened the meeting by reading the advertisement from the Waikato Times. The Secretary read the annual statement as follows :— Receipts, Balance in hand, July Ist, 1880, £147 3a lOd; Rates collected, £399 8s 7)d ; Government subsidy, £103 7s lOd ; Waipa County Council, £87 18s lOd ; Sale of roads, £215 13s 7d ; Costs refunded, £25 17s 3£d; Sale of timber, £1 10s ; Total, £981 10s. Expenditure, Bridges, £87 14s 4d ; Repairs'and improvements, £479 14s ; Material purchased, £24 Is 4d ; Surveyor, £33 ; Secretary, £12 12s; Valuation, £12 6s ; Commission, £21 ss ; Legal expenses, £5 13s; Printing and advertising, £13 9s 6d ; Stationery and stamps, £4 Is 3d ; Rent, £2 ; Miscellaneous, £16 16s ; Balance in hand, £268 17s 7d; Total, £981, 10s ; Assets, Balance in hand, £268 17s 7d ; Balance of current rate, £9 9s ; Rites secured against absentees, £112 17s ; Balance due of roads bold, £30 ; Total, £421 3s 7d ; Liabilities, contracts in hand, £16 10s ; Assets over liabilities, £405 13s 7d ; Total, £421, 3s 7d. Mr Ligertwood moved the adoption of the report, and in doing so stated the position of the Board with regard to past and future works. Mr Macky seconded, and supported the day work system aa against work by contract. Messrs. Higginson and Tisdall likewise spoke in the same strain. Messrs. Harper and Jones questioned the system, and condemned it. As an amendment, Mr Harper proposed, Mr Bparsley seconded, "That the accounts be not passed." On a show of hands the motion was carried. Mr Jones proposed, Mr Starrat seconded, " That this meeting disapproves the action of the late Board in expending such an amount in day work. The late Trustees pressing for a how of hands, the motion was rejected by the meeting. The following ratepayers were duly nominated for Trustees, and obtained the number of votes attached to their names. J. C. Grierson, 64 ; T. Goodfellow, 63 ; Ligertwood, GO ; Robinson, 55 ; J. H. Scott, 55 ; Tihddll, 37 ; S. Westney, 35 ; Rutherford, 12 ; Ryburn, 12 ; Higginson, 10. The first five were declared duly elected. Messrs A. J Scott and H. Roche were re-elected auditors Messrs Mereditli and D. Munro were re-elected fence- viewers. Mr Scott moved, and Mr Meredith seconded, " That the incoming Board take steps to cloae all roads in the district not required. " Motion carried. Mr Robinson proposed, and Mr Hume seconded, "That the incoming Board take legal opinion as to who shall clear furze from roads, whether the Board or adjoining owners." Carried. Mr Germann moved, and Mr Bosanko seconded, as a recommendation to the new Board, " That a rate of 9d in the £ be struck." As an amendment, Mr Westney proposed, and Mr Gubbins seconded, "That the rate be 6d in the £." As an amendment, Mr Meredith proposed, and Mr McCallum seconded, "That the rate be Is in the £." The motion was carried. Mr Germann moved, and Mr Ryburn seconded, "That the incoming Board take steps to open a bridge across the Mangapiko." Carried. This concluded' the meeting. The new - trustees at once held a meeting. Mr Ligertwood was elected Chairman of the Board. Mr Maunder was re-appointed Secretary and Treasurer to the Board. It was resolved "That a rate of 9d in the £ be advertised to be struck at the next meeting." After a very lengthy discussion, it was agreed that no action should be taken in the matter of furze until legal advice be obtained, and the Secretary was directed to prepare a series of questions for opinion, subject to -the approval of three trustees. " Arrangements were made fpr reporting upon some works which demanded immediate attention^ and ,the Board adjourned. . The new pure cash system now being initiated by G. and C. will certainly prove a benefit to the public. It has been a gTeat success in Sydney and Melbourne, and when strictly carried out the customer who buys at an establishmentgoods are marked low to ensure a rapid sale most" be a great gainer.
