The House met tit 2 30. Mr Seddon was giiinted two weeks' leave of absence.
Questions. In leplying to a question put to Mimsteis, it-was stated that the Premier was guided by constitution.il practice when he declined to accept the responsibility for the despatch of his Excellency to the Secretary of State in refoi^nco to the icsignation of Mr Bryce. This was suppoited by reference to "Day's Pailiarncntary Practice." Plans of electoral districts, under the new .Representation Bill, were in course of being prepaied, and would shortly be carefully ciiculated. The bill would be brought down very "shortly. The Crovernmont had received a report of the Middle Island Land Puicha<se Commission, and would pioducoifc when printed. Facilities would be given for vaccinating Maoris residing noith of Auckland. The Impenal Commission had been supplied with the Colonial Secietary's interim re* lioi t on the question of the more impoitant coaling stations. Government had received an assm mice from the authorities of New South Wales that theio was no further spread of small pox; conse quently it was not intended to proclaim Newcastle an infected port under the Public Health Act. The actuual report on the Government Insurance Department would bo received from England about the 21th of August, when it would be circulated. The Go\ ernment did not intend to fill up the poitfolio of Public Woiks.
New Bills. The follow ing bills wore introduced and read a fh-st time: — Port Chalmrih Drill Shed (Mr Mucandrew) : Educational 1! ©serves Act 1877 Amendment (Mr Bastings) ; a Bill to Amend the Hawke's Bay and M.irlborough Riveis Act ISO'S (Mr Fulton) ; a Bill to Provide for the l<'oi mation of an Institute of Surveyors in the Colony of New Zealand, and for the incorporation thereof (Mr Tole) ; Ot.igo Unnersifcy Reserves Vesting (Mr Olnci); a Bill to Amend the Timaru Mechanics' Institute Act 1877 (Mr Tuinlnill) ; Otago Harbor Boaid Leasing (Mr Steuait).
The Civil Service. Tt -was incned — "That m all cnses whcicm any iiiciul)cr or mcmbeis of the Ciml Service, or any poison m the ( k>\ eminent employ, be charged with an offence by which they may, if found guilty, become liable tr> a line or dismissal, the cliaige shall bo heard by authorities appointed to deal m ith such fjiiestions, and that the cases shall be heard with open doors, .so that the Press of the colony may be present to lepoiton every ca.se it may be disposed to make public. " Mr Hall opposed the motion on the ground that the Service was aheady sufficiently protected by Act of Parliament, and that an arrangement such as contemplated by the motion might be highly inconvenient. Su ft. Gricy supported the motion, and argued that the tendency was for the Civil Service to fall into the hands of a few favored families, m which case great injustice might be done in individual cases. After discussion the House divided — Ayes, 35 ; noes, 28. The motion was carried.
Shipping Legislation. M"r Hutchinson moved — "That in the opinion of this House it is desirable, for the due piotection of life and property, that finch an amendment be introduced into tli6 •iupping legislation as Avill pievent small stfiiuuors trading along the coasts of New Zealand awl carrying passengers from leaving any port ißßiiiljciently manned." Jf the mover was really in earnest, he ought to h.ive moved for the appointment of ,-j, Select Committee to enqunc into the whole hots of the case, and ascertain what amendment; wfts really necessary for fui'i/her seeuflty, Mr Levestme cordially supposed the motion, stating that increased stringent measures were requisite for tlje fcafe navigation, not only of small coasting steamers, but also the laiger class of pju!}ao:je;ers steamers. Mr Shepherd moved as an amendment the appointment of a Select Committee to enquire into the wl^}e que^on, Mr liuteiu'son accepied t(?e amendment, which was carried oil U\q voices..
Gaol Labour. Mr Hutchison moved for a return of number of convicts in the various gaols employed at trades and various kinds of laboiu', specify tig tho respective trades and value per week of the woj/lf done by each convict, with the rate at which m(i\\ yajup is reckoned, either by time or results Hi each trades respectively. The Government agreed to the motion, which wq.h carried. The Houao adjourned at 5.30.
