February General Melikoff has succeeded Count Gourka, as Governor of St. Petersburg. A waiter in the employ of the Czarewitch has been arrested on suspicion of being implicated in the attempt to blow up the Winter Palace. The latest news from Afghanistan states that fighting is occurring- between the Heratees and Cabulees at Herat.
