The Hon Mr Wuitaker moved tlie second, reading m a forcible and incisive speech. He pointed, out; that the bill did not introduce new principles, merely consolidating measures, and that only a few deficiencies were supplied. Judge Fenton had had no share m drafting the bill. The Government were prepared to accept such modifications as might be carried. in committee. Mr Balance, m a strong speech against the bill, moved, as an amendment, " That the bill was unsatisfactory, and should be withdrawn, m order to introduce provisions encouraging the acquisition of small holdings by bona fide settlers." Mr Travers and Mr* Bunny opposed the bill. Mr Bunny suggested that the Government should conduct the surveys at the wish of native owners, and then submit' the land to auction, subject to' deduction from proceeds for survey and expenses of sale. Mr Stout, Tairoa, and Kariatana, opposed the bill. Tawiti Hei defended it. Owing, to strong opposition against the bill, the Government will probably agree to introduce amendments m committee m the direction proposed.
