Mr UretL moved that the Government do take into consideration the deplorable state of the deaf, dumb, and blind, and suggested a central establishment where they could be taught trades, ile believed such an institution would bp self-supporting in a few years The Colonial Secretary replied that the provincial authorities had hitherto taken care of such, and the Gorernment were not justified in aiking Parliament for an appropriation for such a, purpose. The Public Trust Act Amendment Bjll, and the Canterbury Library Bill, were re.ad. a thir4 time. The District Courts Amendment $ilj was thrown out by 21 to H.
