Mr Dolbel, M.P.C., who was gored by a bull, is now convalescent. Paten, Wednesday. Messrs Ballance aud Moorehouse are stumping tho district. Duncdin, Wednesday. The principle of the invention of M. Villainc of a boat for gold-working, to be used under water in the Otago rivers, were explained at the Otago Institute last night, The buat will accommodate three men, who can work at the bottom of a river wix hours. One is to be made here, and, if successful, it is believed it will supercede dredges, and be the means of producing large quantities of gold. Thursday. Mr Justice Chapman delivered an important decision on the case of McLean v. Maeandrew, which will govern many cases pending. Tiie phiintiil' contended that two proclamations by the Superintendent, cancelling a lease of 17,509 acres of land at Uullamy station, which is within the boundary of the Tuupekit Goldfields, were "ultra vires," and the action of the Provincial Executive substantially a fraud under taction 23 of the Goldfields Act, 18(>(j, which provides for only 5000 acres taken for agricultural leases. Tho Court held the same view,, and decided against tho Government, holding that the powers conferred by the 16th section of the Gold fields Act. —under which the Executive acted—were intended only to enablepastoral lands to be taken for mining purposes. A Volunteer was summoned by the captain of the Taieri Hi ilea for detaining accoutrements, after being, dismissed for non-attendance. The magistrate docided in favour of the defendant, striking oil' the roll not being a proper dismissal according to the Act. Lyttelton, Wednesday. The barques Lady Emma and Sylphide, and brig LaJla Rookb, sailed for Auckland to-day with lull cargoes of grain. New Plymouth, Thursday. Mr Moorehouse is canvassing actively. The Ilawera electors are said to favour him. Major Atkinson is at Patea. Greymouth, Thursday. j. A requisition is being signed asking Mr Luckio tO' stand for the Superin'iendency of Nelson. PARLIAMENTARY NEWS. Tuesday night. The greater part of Tuesday night was spent in committee upon the Public Revenues Bill. The Post-office Bill reducing the newspaper postage passed the committee and the third reading. It will come into operation on the Ist of January. The Gold Duty Reduction Bill has passed the committee, and also comes into operation on the Ist January, Wednesday. Mr Bathgate to-day asked' whether or not the members of the Legislature arc to be placed on the Civil Service Commission, and, if so, who are the members tho Government intend to propose. Mr Stafford replied that a Parliamentary Commission meant a commission consisting of persons appointed by Parliament. The Government at first thought it desirable to include some members of the Legislature known to entertain stroug opinions on the subject, but they had since deemed it desirable not to include any members of the Legislature. The names proposed to form the Commission would be submitted for the approval of the' House. In reply to a questioon by Mr O'Rorke, Mr Stafford stated that the Government Would not attempt to force the Constabulary on Auckland if the Superintendent and" Council still desired.to return to th« system of engaging their own police, but he hoped the General Government would be able to make tb® proposal satisfactory to all parties. Wednesday night. The Auckland Mechanics' Institute Site and Temperance Hall Site Bills were read a second time. The Drainage Bill was read a second time on a division of 37 to 6, after a long debate. Mr Murray then withdrew the bill, on Mr Stafford's assurance that the Government would consider the matter during the recess, with a view to introducing a more complete measure next session. The Limited Companies Wipding : up Bill was read a second time. The Otago Waste Land Bill was considered in committee;'and progress reported. •- . - , Thursday*. Mr Yogel's Municipal Corporations Waterworks Bill, a general empowering Act, doing away with the necessity for municipalities pas3jhg private bills for the construction of wks read a second time. The Auckland Waterworks Bill, framed under the above bill, and authorising the borrowing of £150,000 for the purpose of procuring a water supply, was also read a. second time. Mr Collins introduced a bill to provide for the formation of the Nelson golfields into a county, with a definite share of their own reveniie. The bill isalso applicable to form the Amuri. 'District into a county.
