That the Ministry has only a small majority in the House, is admitted by their warmest supporters, and it is extremely problematical Whether they will succeed in tiding , over the Session. It will be urged against them, and justly, that they have exceeded the votes of the House, by the contracts made with Mr. Brogden ; as was painted oat by member
the other day a Ministry is equally liable; with a private individual if they expend the funds of the colony in a manner not authorised ; by the House. It is done, of course, by all MiniHtries under peculiar circumstances, bnt : in thi» case theie can be little doubt that they \ were well aware—or at any rate, should have been—that th% were misrepresenting when they stated the Rums for which they contemplated constructing some of the railways. Had tiny not done this, it would have become self-apparent to members that it was impossible that they could ail yet the " sops " held so temptingly before their eyes, and votes \Yould have been lost in consequence. This, to Buy the least, was neither statesmanlike, nor honest, and will give their enemies an excellent peg on which to hang a vote, of wai.t of e-rnfid ncf. The ma ux'r in which the Immigration .Scheme h;is been carried out in anything but satisfactory. Hordes of immigrants have been imported, whose only good qualification appears to be that they are patient under indifferent treatment. The mail contract vvich Webb and the Australian Governments are preeminent bungles. The set vice has been exceedingly badly conducted at a ruinous cost to New Zealand. Mi , . Vogel is of a sanguine disposition, but before filtering into a contract of such magnitude, there .should have been something more than supposition as to the assistance to be received from the Australian Government* — It appears to m that the Ministry can only continue in power from the want of adhesion between the p:iriies antagonistic to them Mr. Uihu-s, who is one of their most bitter opponents, is too violent to be suited for the leader of a psirty ; and hi-i attacks are personal on individual members of the Ministry, and they savour too strongly of personal feeling to carry weight with the House.
