Referriug this morning to the Central Prison which is being erected on Mount Cook, one of the most prominent positions in Wellington, Justice Richmond said it was a perfect won<ler to him that it should be erected there, and he viewed it with disgust. lie deprecated that view of penal discipline which confined men within such limits, aud his own view was that it cou'd not be carried out within snch limits. He had no hesita*ion in paying he looked upon the erection of thin building with absolute disgust.
