Lord Charles Beresford does not believe that “ the personnel of the navy to-day is in any way inferior to that of the days of old.” Lord Charles himself (says “ St. James’ Gazette) is a standing proof of the fact; and “the man who mended the boiler ” for him on the Upper Nile is another. In some ways onr navy is better manned than ever it was before. We can trust to our blue-jackets and marines ; we can trust our officers ; and we can trust to our ships. The difficulty is, as Lord Charles Beresford pointed out, that we want more of all these things, and in particular of the last-named articles. Lord Charles Beresford hits his doubts about the Queen’s navy. It is magnificent, but there is not enough of it.
