APARIMA ROAD BOARD.

The Board met at Mr Foster>, Thonsbury, on 28rd inst. Present—Mr Mackintosh (Chairman), and all the members except Capt. Stevens.> , '•' ' ! ■ ■ . I /-

The Clerk reportod where the deferred paymeat sections, for which the third of-wceipte were- available for road making, are situated. —The .Clerk was instructed,/to submit .the pianef<if Ml® roads ori;w.hicli tlii* money is to be* expended to'the Waste Lands Board-forks approval, and take the necessary steps to get the money and hare it expended for the benefit of the selectors., The correspondence fe bridges over railway at Wdia.iiwa and Wright's Bush was read, the District Engineer -stating that the bridges would be made safe for traffic next week. There was read—(l.) Letter from Wallace County Council, intimating that the Council had grawted £lO5 for opening up the road leading to Purakino bridee, to be expended subject to the approval of the County Engineer.—The grant was accepted, and the Engineer instructed to hare the works proceeded with.\ (2.) Another; letter from the Wallace County Council, intimating that the Council had declined to make the road,from Fairfax bridge to Mr M'Phee's a country road, as requested by the Board. (3.) Also a third communication from the Council, intimating that the Council had confirmed the decision of the ratepayers with regard to stopping, certain roads, and opening other* in lieu of two of these stopped. The Engineer stated that a p»tifcion had been sent to him by settlers in Spar Bush block, requesting him to apply tothe Southland County Council for an additional grant of £3O for rood extending through the blcck, so as to extend the works and make th» road Viable; from end to end, and that the puttiers at Waimatuku.Fl.it requested an additional grant for the road extending up the Flat; and that he bad ivritten to the Council requesting these additional grants. Letter read, and roply from Southland County Council, intimating " that the request of the settlers residing in Spar Bush block for «n additional grant of £3O was acceded to." and " that the request of tho settlors in Waimatuk* Flat j district for an additional grant of £SO was nccedod to."

A lottor from the Treasury wns read, intim'atiug. that tjhe subsidy had been paid into the Board's account in the Bank. John Roberts wrote, requesting extension of time for one month for completing his contract at Wild Bush.—-Granted. The Clerk of the Oreti Road Board, in ieplv to a request for £ls for road east of Hedcion Bush, wrote that the Board is not at present carrying on works or granting any sums for expenditure,'as they anticipate merging into the Counties of Wallace and Southland. —lt wan moved by Mr Walker, and seconded by Mr Young, " That the Wallace County Council be requeued to subsidise the amount voted by the Board, and get the works done, soring that the Oreti Road Board has declined,"—Carried.

Mr Hamilton requested ♦hat the motion of which he had given u'*tice be considered before tenders were opened, as he wished to leave. This was agreed to, and Mr Hamilton moved —"That the deposit ou contracts be 10 per cent, on amount of offer, and that any resolution passed to the contrary be rescinded."— This was seconded by Mr Allison,—Messrs Cockburn, Young, and the Chairman spoks against the motion, oh the ground that making: the deposit"so high would debar persons from , tendering', for small eontraotjs. J : Th« Chfiirman stated' that it'would be unreasonable to keep a deposit of 10 per cent, lying idle, it might be for months, while the contractor had to pay wages weekly it might be, and perhaps have to borrow money to do so.—When put, the motion was lost by 7 to 4. TENDBBS. No. 52. Gravelling, &e., at Flint's Bush— W. Hamlyn, £33 17s (accepted) ; Hayward and Hamlyn, £35 7s 6d. Ko. 33. 80 chains formation and gravelling, deferred payment block—Duncan and M'Lsod, about £163, informal; O'Brien and Crean, £122; Morrison, Murdoch, and Stewart, £l7B. —Considerable discussion took placo with regard to the first of these three tenders, Mr Hamilton stating that the fault was in specification and not in the tender.—The specification was read, which provided that tenderers were to tender for formation at per chain and for gravelling at per chain, and reduce to one total.—On the motion of Mr Allison, seconded by Mr Young, the tender of Messrs O'Brien and Crean was accepted. No. 344. Formation and gravelling on Toad to Spar Bush—Edward King, £3los per chain (accepted). No. 345.. Bush clearing,, &c, at Mr Langr land's—J": Pink, £1015s; G.<o. M'Leod, £l3 ; Geo. Langlands, £ls. The lowest was accepted. No. 348. Gravelling, &c, on road passing Mr Ayson's.—E. No. 357. Gravelling, &c., from upper deferred payment bloeU to Winton road.—Jas. Gallaher,'£43 lis (accepted); Duncan and McLeod, £sl 8s 6d ; John Wohlers, £55 4e 6d; T. Meredith, £77 Bs. The committee of Waimatuku subdivision recommended the following expenditure.—£3s for road at Waimatuku railway station to subsidise the J 35 voted by the Wallace County Council ; £7 10s for cross road at Mr Hamilton's ; £l2 10s at Baird's Hill; £8 on rogd from .Thornbury to Wallacetown road, and the balance available after resening £25 to be expended on Trig. E. road from Waimatuku to Jacob's River. —The. report -was adopted. The Committee of Mount Pleasant subdivision recommended the following expenditure, —Opio road, gravelling, &c, £75; Back Terrace road to Mrs Mackintosh's, £SO; Waieola road, ditching and fascining, Ac, £3O; Mr Johnston's road, £7; road through Mr Mackintosh's naddock, £5 ; road along Hundred ! linec culverts,' ko>, £6o.— Oreti .Roia Board to be a«ked to spend same amount. — l The report was adopted. Letter from Mr G-allahar requesting'pay* tnent for works in Oreti Hundred.—The Engineer staled that the works Were not completed, and that some of the work done' was not satisfactory, also that the time for completing the works expired on 12th ittst.—Tt was moved by Mr Brook and seconded .by Mr. Boyd, That the matter stand over to next meeting, as the Board will then know bow much behind time the contractor will be with completion ef the works.—Mr Hnmilton enquired whether the Engineer knew of any good reason why the works were not completed within the contract time. —The Engineer stated that he knew of no good reason ; that the contractor, could easily have com Dieted the Works if'lie hail: attended to them.—Mr' Hamilton wished the matter to be dciilt with now, and was proceeding te move to that effect, when the Chairman stated that it was very inconsiderate of Mr Hamilton to be faking up the time of the meeting,,-as r the matter cculd not be finally ,! dealt with seeing'the} works were not finished. H» wished to go by train, and though Mr Hamilton got his oivn little matter brought forward bv request, he should not now retard the business by useless talk. A motion had been-macle an.l seconded which met the case. When put the motion was carried. In'reply %•> the Clerk, the Chairman stated that it was the duty of the Clerk to inform the Board when any contractor was behind time with his work.

Resolved, on the motion of Mr Allison, seconded by Mr Walker, That the Engineer be employed for works at Jlaird!ay'hill.—lt was also resolved that' he, be employed for works in Mount Pleasant subdivision, on Trig. E. road, and at Waimatuku railway station. Mr Cockburn mo*«fd, That £25 be voted for gravelling at railway siding New River Flat road, and at lagoon at Mr Bearen's. He spoke at some length, with the view of showing that the Flat part of the district had not got its share when the funds were apportioned. —Mr RonalJ thought lliis matter ought to come before the'Committee. • They. were-not robbers, and were willing that the Flit should get its fair share. —The matter was referred to Committee of subdivision to report to next meeting.

Mr Ronald moved, That it be an instruction to the Engineer in preparing epecificacatiors for works to put. material required! for formation at 1 per cubic yard. This was seconded by Mr Brook.—The Engineer stated that in all cages where he thought it practicable, he did so ; but that there were some cases where it was h«<ttp>' to put formation at per chain.—When put, the motion was lost bv .7 to 2. ' Ik Mint; {'2o of the Inst £SO given by the Southland County Council be expended in gravelling on the portion of road below Mr Allan M'Donald's.

The Board-adjourned to the 13th January next.
