My reasons for believing that the Act is unnecessary in settled districts is because I am convinced that [neither phosphorus, dogs, ferrets, trapping, or any other expedient, will exterminate the rabbits, but that the efforts of each individual can render them comparatively harmless on his own land, and self interest will compel him to adopt these measures.—l am, &c., Rabbit Dssteotkb.
