TO TUB EDITOU. Sib, —Sopio persons here are surprised at the procedure of our member in the Assembly. He wrote to bis Worship tbe Mayor that “ The Ministry had adopted the Waimatuku boundary with his consent and then complains that lie was not consulted by the Government on the subject. The question arises: Is it the duty of the Government to consult members, or of members to consult Government, and to represent the wishes of their constituencies ? I should say the latter; for if the Ministry consulted members, they would have little else to do—and what are members sent up for ? Mr Hodgkinson speaks of the “ noble edifice of Provincialism," and of county councils as “ miserable skiilions”—a word 1 do not understand ; and he could not be expected to lend a hand in destroying the former, and in estabhshing“the latter. Ho no doubt must regard with contempt the county administrative bodies of Great Britain, and of Victoria, with its 800,000 inhabitants, governed by one Parliament. Yet bo acts in entire 'consistency with his openly avowed opinions, and I entertain a high respect for him, much as I differ with him. I only remark that those who elected him have no right to wonder at or complain of his political action. It is not to be reasonably expected that a hyperprovincialist was to be transmuted into anything else by a journey to Wellington ; but it is impossible to see tiiat any advantage can be reaped by tbe advocacy of a system that is doomed.—l am, &0., Vindex, Riverton, Aug. 30,1876.
