In 1905, he was made j president of the Board of Trade, and, in 19(18, under Mr. Asquith, ChanI collor of the Exchequer, holding that | office untiil 1915. In financing the | war un to June, 1915, he showed ‘ great capacity. On the formation of (the CoaPtion Government, he became i Minister of Munitions, and, on the I death of I.ord Kitchener, Secretary ] for War. I As a war Prime Minister he displayed activity, resourcefulness and ( driving power that proved a tre- ■ mendous influence in bringing about I the defeat of Germany, while, at the I Peace Conference, with Clemenceau ' and President Wilson .supporting him, he was the master spirit.
