The Daily Telegraph Naval writer says France intends to proceed immediately with the building of a 27,00 0 tons cruiser, which will be incomparably superior to the Ersatz Preussen the German “pocket battleship” and practically equal to any battle cruiser afloat except the British warship Hood. The range of the French guns will be over 22 miles. The cruiser will cost £4,000,000 and will take three years to complete. France, he says, is not disposed to permit a repetition of the situation at the outbreak of the war, when she had not a single ship which could have caught and overpowered the Goeben.
