EVIDENCE FROM INDiA Australian and N.Z. Press Association. DELHI, August 18. The Government publishes an intercepted letter from M. N. Roy, an Indian Communist living m Berlin, iO agents in India, saying that the experience of seven years shows that “we cannot build our party legally, therefore we must build it illegally.” He advises the formation of a band of secret agents who while openly and actively participating in labour and peasants’ movements will not be known as Communists.
He suggests revolutionary branches in every factory and active propaganda.
