A FINNISH PETITION. •‘THE PEOPLE’S LOYALTY.” St. Petersburg, Oct G. The Governors of Russian districts, the police and other functionaries have been ordered to abstain from interference in the Duma elections. A Finnish address bas been presented to the Czar appealing for the preservation of the principles established in the Grand Duchy by Alexander 1., and assuring him that in that case the people’s loyalty and love would be as of yore. Count Lamsdorff is proceeding to Berlin and Paris to discuss the new relations of Germany and strengthen the ties between Russia and France. The Noyoe Yrernya says any rapproachment of Russia and Germany will prove disadvantageous because it will merely increase the fear of and solidify the Anglo-Japanese alliance.
