BRITISH ULTIMATUM RECEIVED IN THE VOLKSBAAD. ACCEPTANCE ANTICIPATED. Pketcru, September 12. A despatch from Mr Chamberlain, British Secretary of State for the Colonies, has been handed to Mr Reitz, Transvaal Secretary of State. September 13. The despatch from the British to the Transvaal Government had been read in the Volksraad. In the despatch a demand is made for the immediate granting of the following demands: — " The political enfranchisement of all outlanders who have lived or shall have lived in the Transvaal for five yeara. " The allotment of a quarter of the Volksraad for the representation of the goldfieldj. " The admission of English to an equality with the Dutch language in public affairs. " Old and new burghers to be on an equal footing in the Presidential and other elections. " The holding of a conference for the settlement of the details of franchise reform, and for the arranging of guarantees." The despatch states that unless the ultimatum is definitaly accepted, Great British will take steps to secure a settlement of the difficulty. It is anticipated in non-official circles in Pretoria that British demands will be granted. President Krnger has advised the European and American goldminers on the Band to remain. His Honor has promised them protection in the meantime, while, should war eventuate, thev will be allowed time to leave the Bepubiic. The burghers, in refusing the petition of outlanders at Boksburg to be allowed to remain neutral in the event of war, warned them that they would be treated as enemies of the Republic if they refused to light on ts side. London, September 13. General Sir George Stewart White, V.C., Quartermaster-General to the Forces since 1898, and who was previously Commander-in-Chief of the Forces in India, has been appointed ;o command the forces in Natal. Melbourne, Sept. 13. The Victorian Government, at the •equest of the Imperial authorities, laa arranged for the immediate dematch to Natal of two thousand tons >f fodder.
