_ * London, March 5. Lord Eoseberry, speaking in the House of Lords, said it was an absolute necessity that Great Britain should possess the strongest navy in Europe. The question was outside politic?, and belonged to Englishmen all the world over. The newspapers applaud the exPremier's advocacy of the establishment of a dominant navy.
