Pahiatua County Council.

The Council-met on Saturday. Present ; Cru G. Wliiti-ombe, C. Whitcouibe, Burrons, Pinfold, Vile, and Bolt.on (Chairman). CORRESPONDENCE. . From T. Nestor re forma'ion.—Re-solvi-d that Mr Nestor be informed his letter will receive attention. From T. Ruskell re road felling.—Mr Uuskeli be informed that the Council will pi iy 30s per acie for falling the road and this payment will be made when work compl- ted if funds are available. From J. Hall re road —Resolved, that Mr Hall be referred to the Commissioner of Crown Lands with regard to bis application, as tins Council have no power to open roads. From Woodvilb- S.S. re road formation.—Moved by Cr Vile, that the Woodville-Mangahao Settlers’ application, reformation of loads, be i e fur red to the engineer to report at next meeting. —Carried. From J. Reman rc fence.- Resolved, ihat Mr Perreau’s letter be referred to the Chairman to report upon. From Cade and others rc fence. —Cr Burrows moved, that the engineer inquire into the subject and give notice of removal of fence li necessary.. From R. Girdwood re gravel reserve at Baliance.—Resolved that Mr Girdwood’s offer of section 201 for £2O be accepted. From J. Brooke re poisoned wheat.— Cr G. Whit combe moved, seconded by Cr E. Whiicombe, that 12 bushels of poisoned grain be obtained and distributed free to settlers who will poison sparrows.— Carried. From Scott Bros, re slaughter license.—Resolved that application be grained subject to Inspector’s report, and that Mr White’s renewal be granted also. RATES ON VILLAGE SECTIONS. It was resolved on the motion of Cr G.Whitcorabe, seconded by Cr Bolton, that the Laud Board be informed that this Council ask the Land Board to take action re the Mangarama V.S. unpaid rates, as they wish to save those small sections the expense of an R.M. Court action. If the Council, as recommended by the Land Board, exhaust all means to collect the said rates, it will mean that_ lor every 2s Gd or 3s of unpaid rates, it will cost these sections from 15s to 20s court costs, and it would be kinder for the Land Board to give notice of forfeiture. LOANS. It was resolved that all applications for loans be reserved for another month. PETITION. A petition was read signed by 111 ratepayers of the Pahiatua County, praying for the division of the County into nine ridings. / Moved by C. G. Whitcombe, seconded/ by Cr Bolton, that the prayer of tJ5e petitioners be acceded to, and that.-ihe division into nine ridings male h»s proposed on the plan be laid on the table, and that a meeting for adoption of the resolution be held on the sth July at noon.

Crs Vile, Pinfold and Burrows left the table on the motion being put, saying they would leave the Council without a quorum.

The Council resumed its sitting at 2 p.m. Present—The Chairman (Cr Bolton), Crs Whitcombe, G. Whitcombe, Hodgins, Burrows, Yule, Pinfold and Vile. Cr Vile asked the Chairman what was the position with regard to the motion re ridings moved before the adjournment ? The Chairman said the position was this, that the resolution as moved by Cr Whitcombe was put to the meeting and carried. Cr Vile then said that he would move the motion was out of order, as the rule was no petitions shall be considered until all the correspondence was read and considered, and the petition was brought on before all the correspondence was read and dealt with. Or Hodgins supported Cr Vile. The Clerk said it was sent in in the form of correspondence, and he had treated it as such. The Chairman said the Councillors had heard the Clerk’s explanation. They were all in the room and why did they not object then ? Cr Hodgins remarked that if this was the conduct of the Council he and the others would leave the chamber and leave them without a quorum. Cr -Whitcombe asked why did the Councillors came back for they intended to leave them without a quorum ? They had admitted they were present, so that the Chairman was quite right in putting the resolution.

Cr Vile raised a point of order on the riding question, and moved, That the matter of a number of petitions having been brought up under the correspondence heading of the standing orders, and declared carried by the Chairman, was not in order, and consequently must be ' brought up under its proper heading -as a standing order petition. The Chairman declared the motion out of order, and he could not put it to the meeting. CORRESPONDENCE CONTINUED. From C. Whitehead asking road-line along his property to be felled, and stating he could get it done for £2 per acre. —Moved by Cr Wbitcombe seconded by Cr Bolton, that Mr Whitehead be informed that 30s per acre will be paid for the work when completed, and passed by the Engineer.—Carried. From J. Lambeth re ■ bushfelling in reserve.—Moved by Cr Bolton, seconded by Cr Hodgins, that Mr Lambeth be informed that the bush is on a village reserve, Crown Lands, and the Council cannot interfere with it. —Carried. From K. Sidey re bushfelling (Mt Marchant Road).—Resolved that Mr Sidey be informed he may fall the bush fronting sections 2 and 3, Mount Marchant Road, and he will be paid 30s per acre as soon as the work is passed. SLAUGHTERING LICENSE. The report of Slaughter House In-

spector was read. Cr Vile moved that the attention of the Inspector of Slaughter Houses be called that it appears from accounts of collection of licenses that a correct register is not kept, and that the Inspec- * tor from time to time take steps to check the number of cattle and sheep slaughtered. WORKS COMMITTEE. The report of the Works Committee was received and adopted, anl the following tenders eoieptedContract 252, Mr Pratt; contract 256, Mr Barron ; contract 257, Mr Shadbolt; contract 258, Mr Shadbolt, and that contracts 255 and 259 be let by the engineer, as the tenders are too high. Moved by Cr Pinfold, seconded by Cc Vile, that. Mr Pratt be informed that as only ±'3o is avai'able for the work at present, and that the balance will ba sho-tlv available, Mr Pratt will have t > wan, when he can take np the whole contract. engineer’s report. The Engineer’s report was read, and from it we take the following ex ® • Contract 209, onWortsandembankments Dews Eoad. On the second portion would ask permission to substonrte a totara culvert for the proposed pipes. The extra cost will amount to some . , . lt . Contract 235, krraaticn and memlhng Bitl"e Bead. The metalling has boon completed, and formation is well under "Contract 240, formation and clearing Block IX, Mangahao. I have arranged with contractors to expend a small balance available in draining &c., near his conti act. Contract 244, formation and metalling near Makairo Bridge. The formation is nearly completed, but owing to the wet, the portions of road formed in embankment are almost impassable lor wheel traffic. The contractor will, however, cut a temporary .track to relieve the traffic on the road line. Contract 245, formation near Hnlliday’s. The contractor expects to finish in about a week’s time. Contract 247, road formation Wood-ville-Aohanga Road. Nearly the whole of the formation is complete, and all timber cut for culverts. Contract 248, metalling Makairo Bond, has been cancelled by the Council, ns also a contract for metalling, near Ngaturi township. Contract 253 and 254, formation near Scarboro’ and formation Tirnumea Valley, the line of road has been cleared and the formation will probably start next week. Formation on road from hoarboro and a small piece of formation in the Village Settlement will be laid off next month. On the Tiraumea Valley road towards Whyte’s, heavy slips have occurred and as a considerable amount of goods is required in by settlers, I would c.sk the Council to allow a man, to keep this road clear for say 2 months. Estimates are furnished herewith for forming and metalling some 14 mi'es of roads in the Mangahao District: also for metalling Bock Koad to Mr Bissett’s, and estimated cost of bridge over the Mangahao Eiver near Sinclair's together with sketch plan of proposed bridge. With reference to Messrs Cade and Anderson’s application vc Biver Bank Bead, little cun be done to road but to form and metal it, there being at present only a cleared track which in many places is almost impassable for wheel traffic. The formation throughout is very light and metal near at hand. The Public Works Department should bo asked to fix the site definitely of the road crossing the line in this locality. With regard to the North Tiraumea Boad which you instructed me to report on. Tire road is quite impassable for wheel traffic and requires formation. Two rough log bridges have broken down and could be rep aced by eu ! verts. The one at the western end of the road would also require an embankment and cutting, and could be placed in the centre of road line. A cutting an 1 ford is also required at the Mangaramarnma. With reference to the complaint made by Capt Richardson of water lodging near the Dudley Arms. The side ditch of the road was filled in by the former tenant and a small culvert placed across the side street. This work was no benefit, and as Cap;. Richardson has offered to shaie the expense of draining the hollow and metalling approaches. It would be fair to allow him a sum of say ill to To townids putting in a longer culvert and fixing np and metalling the approaches. The Engineer recommended that the following works stand over till Spiring, owing to the wet weather: —Metalling Bal'ance, Tiraumea Valley, Upper Makuri. The report was adopted and effect given to the following suggestions; On contratct 209 substitution of timber for pipes; White’s Bead one man extra; that the Public Works Department bo asked to fix the site of the railway crossing on Miingatninoka river road, and that a snm no: exceeding U 4 be offered to Captain Bichardson for work required opposite his hotel. FINANCE COMMITTEE. Accounts amounting to LTS9 were passed for payments. GENERAL. Cr Vile read from the Pahialua Herald an account, of a meeting when ihe Chairman said that by building a bridge across the Tiraumea river was the only way to divert the traffic to Woodville and asked tire Chairman if that was true. The Chairman said, the report was not correct as he did not say such a thing. Cr Vile moved, Cr Bokon seconded that a claim be made on the Public Works Department for the removal of the slips on the main road at the Papa Cliff, Mangatainoka, and that the Public Works Department be informed that the road, having been disturbed by the railway works, must bo kept in repair by them. Cr Bolton moved that the application be now made to the Government for the snm of i.'75 for expending on the Palliatua West Settlement Boad, the loan having been provisionally passed, and that plans be prepared by the Engineer for the road and forwarded to the Government.—Seconded by Cr Ilulg and carried. Cr Vile moved that the Engineer be asked to report as to whether or not something could now- be done to complete the Ballance Boad. Seconded by Cr Bolton, and carried. Cr Vile moved that ihe Clerk be asked to lay on the table a statement at the next meeting of the Council of all the rates, both special and ordinary, in arrears on all forfeited sections lately disposed of in the district by the Wellington Waste Lands Board. Seconded by Cr Bolton, and carried. Cr Bolton moved that a rate of Ijd in the £ be struck for 1893—4, in accordance with the resolution passed by the Council on May 13th seconded by Cr Vile and carried. Cr Whitcombe moved that Mr McCool’s contract beyond Tylee’s gate be brazed and fastened or otherwise made good to allow excess. Seconded by Cr C. Whitcombe. Moved by Cr Bolton, seconded by Civile, That the resolution ] asset! on May 13tb, making and levying a rate of Id in the £ to cover interest and sinking fund in respect cf loan No. 33 bo adopted by special order. —Carried. CHARITABLE AID. Three applications were made for assistance, and it was resolved to allow il to each applicant. The Council then adjourned.
