Wellington Independent FRIDAY, sth SEPTEMBER.

In order to make room for the speech of the Hon Mr Stafford upon the Provincial Loans Bill, and for a portion of that of the Hon the Premier upon the same question, we are compelled to omit several letters and other orignial matter. Mr Vincent Pylce, the new member for Wakatip, delivered his maiden speech yesterday on the gold duty reduction question. He, of course, supported the reduction, and brought forward most of the arguments ordinarily used in favor of it in a clear and forcible manner. There w&8 no mistaking him for a young member, in the ordinary sense of the ' term. From the moment he rose to his legs, it was clear to all that they had before them a veteran parliamentary gladiator, well used to the arena. ! ~ I During the discussion on the Protection of Animals Bill, on Wednesday night, Mr M'Gillivray expressed an opinion that that any restrictions whatever on the shooting of wild ducks was undesirable, as they were such shy birds that one might consider himself fortunate if he succeeded in shooting one in any circumstances. Sir J. 0. Wilson presumed that the hon. member did not desire to shoot the ducks on their nests; We also beg to express the pious hope that such was not the hon member's intention.
