plying for hire within the City of Wellington there shall be paid to the Town Clerk the sura of one pound (£1) annually, and such License shall be available only until the next general licensing day, which shall be on the first day of October in each year, or the first day thereafter upon which such License can be granted." Building Eegulations fob the Citt of Wellington. 1. These Eegulatious shall come into force within the City of Wellington on the Ist day of June, I'67'S. 2. For the purposes of these regulations the City Council shall appoint an officer, to be called the City Building Surveyor, hereinafter referred to as the Surveyor. 3 : Every matter provided for in these regulations shall be subject to the inspection, superintendence, and services of the Surveyor, and there shall be charged and received by such Surveyor, on aa count of the Borough Fund, in respeel of such inspection, superintendence, 01 other services, such fees as ai*e set fortl: in Schedule B. to these regulations, or a« shall from time to time be appointed b} the Council by regulation in that behal: in lieu thereof or in addition thereto. 4. Every building already erected, oi which may hereaiter be erected withii the City, whether such building be buili upon new or upon old foundations, oi upon foundations partly old and partlj new, and whether such building be ar addition to any building already erectec or which may hereafter be erected, shal be subject to the control and supervisior of the City Council for the purposes 0: these regulations, and shall be erected added to, altered, renewed, or repaired ii accordance with the following provisions : — 5. Before beginning to erect any build ing, or to alter, add to, or renew anj building already erected, or which inaj hereafter be erected, or to execute anj other work placed under the control anc supervision of the City Council for the purposes of these regulations, the ownei shall submit to the City Council the plans and specifications of the proposed work for their inspection, and shall give such further particulars to the Citj Council as they may require, and nc work placed under the control and supervision of the City Council for the purposes of these regulations shall be commenced until the Surveyor shall have given to the owner a certificate that the plans and specifications, and proposed construction thereof, are not at variance with these regulations. 6. The Surveyor may at any time give notice in writing to any person building or about to build, or causing to be built, any building affected by these regulations, that such building or part thereoi as may be specified in such notice, is 01 will be contrary to these regulations or otherwise by reason of the construction, workmanship, or material thereof, dangerous to life or property ; but no new building shall be deemed to be a new building within the meaning of these regulations where the same shall be erected at a distance at the front thereof of not less than twenty feet from any street frontage or frontages, aud shall not be nearer than thirtyf eet from any building subject to these regulations, or the ground of an adjoining owner, provided the same shall have the whole of the roof covered with galvanized iron, or other incombustible material. Non-combustible Hoofs. 7. It shall not be "lawful to cover the exterior of the roof, flat gutter, or gutters of any building, or of any erection on the roof or flat of any building hereafter tc be erected, with boarding, shinies, oi other combustible material, and no persor shall renew the covering of all or anj part of the exterior of any roof, flat gutter, or gutters of any building, or o: any erection on the roof or flat of anj building otherwise than with slates, tiles metal, or other incombustible material notwithstanding such roof, flat, gutter, oi erection, or any part thereof, may have been covered with a combustible materia' at the time of the coming into operation of these regulations. Chimnies. 8. All chimney furnaces and fireplaces hereafter constructed shall be constructed of brick, stone, or cement concrete, and the chimnies shall be carried up not less than three feet above the highest adjoining ridge. 9. It shall not be lawful to erect anj sinokepipe or funnel leading into the ouier air, composed either of me';al 01 of any combustible material, unless special permission be granted by the Citj Council, the City Council hereby reserving the power of granting such permission upon such terms as they may deem to be necessary in each case. 10. The jambs of every chimney must not be less than eight and half inches wide on each side of such opening ; the breast of every chimney, and the front, back, width, or partition of every flue must be at the least four inches in thickness of brick, and the joints of the work must be filled in with mortar or cement, and all the inside thereof, and also the outsides or faces thereof, must be pargetted and rendered, and no flue must be used as a smoke flue which is of less internal diameter in any section than eight and half inches. 11. No timber must be placed over any opening for supporting tho breast of any chimney, but there must be an arch of brick or stone, or cement concrete, over the opening of every such chimney to support the breast thereof, and unless the arch be semicircular, an iron bar or bars must be built into the jambs at the least nine inches on each side to tio the abutments, and no timber or woodwork must be placed or laid under any chimney opening, or in any wall under any chimney opening, within eighteen inches at the least of the surface of the hearth to the fireplace of such chimney opening, and no timber or woodwork must be nearer than one inch to the opening of any chimney ; neither shall it be lawful to build or insert the ends of joists, rafters, beams, or other timbers whatsoever in any part of any chimney or flue.
