LEGISLATIVE COUNCIL. Thursday, August 31. The Hon. tho Speaker took the chair nt two o'clock. NEW ZEALAND UNIVERSITY. Tho Hon. Mr SEWELL, in reply to the Hon. Captain Fraser, stated that " the correspondence with certain members who expressed their regret and inability to act upon the Council of tho Now Zealand University," was already in typo, and that there were no objections to lay it on tho table. DUNEDIN AND PORT CHALMERS RAILWAY. The Dunedin and Port Chalmers Railway Bill was road a second limo and committed. In committee, tho Hon. Colonel Russell I drew attention to the circumstance of tho bill being one to validato a provincial act, which ' was contrary to a resolution previously passed by the Council. After somo discussion, he moved that tho Chairman report progress, ! without asking leave to sit again. The Chairman (Major Richmond) explained the effect of such a motion, and fche mover was pressed to withdraw tho motion, but, as a record, ho preferred a division. On a division the motion was negatived by 15 to 3. The several clauses | were then adopted, and progress was reported. I The other orders of the day wore the second I reading of the Intestate Estates Bill, and the ' consideration, in committee, of the Evidence I Further Amendment Bill, and the Contractors Debts Bill.
