THE COMING INTO FORCE OF THE ACTS.
TO THE THE EDITOR OF THE INDEPENDENT.
Sie,— lt is much to be regretted that the Highways and Education Acts were not, brought into almost immediute operation, cay in about three months. Both schools and roads have long been " going to tho dogs," and bad as things are they will temporarily become worse. Tho " management of affairs" being about to change very considerably, the present executive local powers have not only do incitement to carry on roads and schools, but are actually discouraged from doing so. The preseut road boards and school comnitteea havo been affronted by the local powers of management being taken out of their hands, and they will be careless of the inconvenience of a year's delay when they know that they will have to pay less both for roads and schools in the future than they do now. The next Council should meet in March next — what necessity, therefore, was there in passing acts when another Council will havo to meet three months before those acts come into »peration? Tho Government havo vexed their supporters, truly. — I avn, &c, A.B. C.
