Sir,— As the following matter concerns the ratepayers of this town, I trust that you will give it inset-Lion in your paper : — On the part of Mr Walter Turnbull and mysolf, I agreed last January with Mr Marehant, the City Surveyor, to drain and mettle, at our expense, a right of way which divided and admitted ofthe passage of carts to the buck of our premises. The matter was loft entirely in Mr Mai-chant's hands to carry out as he thought fit. The road was completed, but instead of rcmoviug the wooden kerbing he allowed it to remain, which is not done where carts have to cross the pathway. You may judge my surprise whon I hoard that a carman employed by Mr Pomiockcr, a tenant of Mr TurnbuH's, and a servant of mine, had beon summoned by Mr Merchant's bailiff for crossing tho above pathway. His Worship dismissoci tho first case, from the explanation given. My servant admitted that ho had gone over the pathway, aud was fined five shillings. On my hearing of the decision, and explaining tho case, his Worship was anxious to grant a rehearing of the summon?, but through tho man paying the fino the oase was closed, and nothing further could be dono. It may be that Mr Marehant had forgot that this road was constructed by him, and at the exponse of the City Council. Certain it is, that I never received an account for tho payment of it, no light matter, a heavy totara drain, ninety foot long, being laid ou a rocky bottom. Mr W. Taylor, Mr E. Pearce, and I, agreed somo months back to have the pathway iv front of our premises laid with asphalte. Ou a requisition to Mr Marehant, it was done under his instruction. No kerbing was left ou tho passage for carts leading to their back yards ; also no accouut has boen sent to mo for tho payment of the abovo. Last week I mentioned it to the Town Clerk, who stated that ho could not get tho particulars from Mr Marehant, and therefore could not send it. _ Now eir, may not ratepayers fairly question tho City Council how muoh of their money lies useless to them in tho abovo manner. They are called upon to pay the debts they contract pretty quiokly, and the repayment for which is so uttorly neglected by their servants.—Yours truly, D. Andebson.
