Mr Borlase having already an- ... nouneed his intention of again seeking their, suffrages, fcbe question arises who are to bo our candidates P The Reform Association oommenoed' its proceedings by announcing " death to provincialism." So far their wishes may be said fco be gratified, when fche head of the system, Dr. Feafcberaton, has reoeived an appointment. There is no doubfc bufc fchafc our provincial system— in this province— will undergo a radical change, and ' '■• now for our representatives. I take it/ sir, "that no one will obtain a seat, for thia oity who will not. advooate progressive measures, auoh as -the following: — ' ' , ' ' Ist. The opening up of this parfc of fche country by meana of cheap railroads ; whioh means the immediate commencement; of the Wairarapa railways: 2nd. The development of this, the best . har* bor in New Zealand, by means of a patent slip or dook. 3rd. A general sol\eme of immigration. 4th, Protective duties for the encouraging of . local industries. . sth. A general scheme of eduoation. 6fch. Tha borrowing oif money fco oarry ont the above, and great; publio works necessary, nofc only here, bufc in all parts of fche country. Is Mr J. C. Riohmond prepared to advooate the ahove measures ? I believe, that I oan apeak for Mr Borlase. He has supported, and is prepared again fco support;, fche objects briefly enumerated above. I also am of opinion that Mr Hunter iB quite prepared fco give his support; to these' progressive measures. Under any oiroumstancea, the electors will have a full explanation upon these important; points before they deoide.
