HOUSE OF REPRESENTATIVES. TUESDAY, JUNE 14.

The House met at 1.45 p.m. Mr Oarleton, in the absence of the Hon. tho Speaker, took tho chair. MESSAGE FROM HIS EXCELLENCY. The Seugeant-at-Arms announced that Hid Excellency the Governor was in waiting at the Chamber of the Legislative Council to deliver an

address, and desired tho attendance of the Hon. the Speaker and honorable members. ' The House then adjourned to wait upon his Excellency. NEW MEMBERS. Upon the House resuming, the Oleek read the returns to the various writs issued for filling up vacancies which had occurred as follows : — Messrs R. G. Wood (Parnell), J. M'lndoe (Caversham), T. B. Gillies (Mongonui), and A. Carrington j (Omata.) These gentlemen, boing in attendance, were introduced to the Speaker and took the oaths and j their seats. ! BILLS. Tho Hon. Mr FOX introduced a bill to amend the " Intestate Estates Act, 1865," which was read a first time, and made an order of the day. Mr MERVYN gave notice of his intention to introduce a bill to amend the Goldfields Act. GOLDFIELDS LEGISLATION. Mr ROLLE3TON, without notice, asked the Hon. the Premier whether ifc was the intention of the Government to carry out the recommendation of the House last session with respect to the ap- • pointment of a Committee to whom all goldfields' legislation would be remitted. The Hon. Mr FOX said the hon, member had better give notice of his question. THE ADDBES9. J The Hon. the SPEAKER thon read the address, a report of which appears in another column. PAPEHS. The Hon. Mr FOX laid upon the table the following papers, which were ordered to be printed : — Further despatches from hia Excellency the Governor of New Zealand to the Right Honorable the Secretary of State— in continuation of papers presented 22nd July, 1869; further despatches fvom tho Right Honorable the Secretary of State for the Colonies — in continuation of papers presented 12th August, 1869 ; memorandum of Ministers on Enrl Granville's despatoh, No 35, of 25th March, 1870 ; papers relative to the Patea district; report on the practicability of constructing a road from Wangnnui to Taupo ; correspondence relative to the Wangapeka land sales, and inquiry respecting the same by the Q-oneral Government ; correspondence with the New Zealand Commissioners relative to tho employment of Imperial troops ; papers respecting sericulture in New Zealand ; copy of a letter from the Hon. Mr Fox to the United States Consul at Dunedin relative to the admission of Australian and New Zealand wool into the United States free of duty; correspondence with the New Zealand Commissioners relative to immigration ; return of lands lying between high and low water marks on tho coast of the colony ; correspondence relative to tho self-reliant policy of Now Zealand ; a letter by J. E. FitzGerald, Esq. to H. Selfo Solfo,Esq. 5 papers on the union of British Columbia with the Dominion of Canada ; agricultural statistics of New Zealand ; report of the commission on the subject of the liquor traffic in tho colony of Victoria. The Hon. Mr YOGEL laid the following papers upon tho table which were ordered fco be printed •• — Further papers rolative to the Torres Straits mail service ; papers relative to the San Francisco mail service j a general summary of the imports, j exports, and shipping returns, and an abstract of the Customs revenue of the colony of New Zealand for the year 1869 ; statements showing the amounts included in the army estimates 1870^71, for military purposes in tho colony, and the probable repayments b/ tho several colonies on the same account. NOTICES OF MOTION. The following notices of motion were then given for the day : — Mr CARLETON to move, that a Standing Orders Committee be appointed. Committee to consist of Sir D. Monro,. Messrs Ludlam, Taylor, Curtie, Carrington, Main, Gillies, Parker, and the Mover. Three to be a quorum. Mr CARLETON to move, that a Library Committee bo appointed, with power to coufer^with any similar committee appointed by the Legislativo Council. Three to be a quorum. Committee to consist of Sir D. Monro, Hon. Mr Stafford, Hon. Mr Fox, Messrs Jollie, Ludlam, Rolleston, Potts, Tancred, Brandon, and the Mover. Mr CARLETON to move, that a joint committee on standing orders be appointed. Committee to consist of Messrs Borlase, Ormond and Creighton. Mr CARLETON to move, that a Committee of Selection bo appointed. Committee to consist of Messrs Wells, Collins, Studholme, and O'Neill. Mr CARLETON to move, that the following members be appointed to tho Joint Committee on Private Bills to consider and report respecting every bill that may be referred to them by either House upon tho question, whether it is a private I bill or not. Committee to consist of Messrs O'Rorke, Brandon, and Howorth. Mr O. WILSON to move, that a select committee bo appointed, with power to confer with any similar committee appointed by tho Legislative Council, to provide for the comfort and convenience of members of both Houses. Three to be a quorum. Committee to consist of Messrs Carleton, Studholme, Clark, Carrington, Ormond, Eyes, Webster, Wood, Haughton, and the Mover. Mr CREIGHTON to move, that a Reporting Debates Committee bo appointed. To consist of the Hon. Mr Stafford, tho Hon. Mr "Yogel, Messrs Williamson, Curtis, Carleton, Mr W. H. Harrison, Maefftirlano, Baigent, and the Mover. The Hon. Mr HALL to move that a select committee be appointed to consider all bills and petitions that may bo introduced into this House affecting waste lands of the Crown, and to report generally upon the provisions and principles which they may contain, with power to confer or to sit together with any similar committee which may be appointed by tho Legislative Council, and to agree to a joint report. Three to bo a quorum. That such committee consist of Messrs Carleton, Driver, Gillies, Graham, Ludlam, Reynolds, Rich, Bradshaw, Ormond, Eyes, Jollie, and the Mover. The Hon. Mr YOGEL to move, that a select committee be appointed to assist Mr Speaker in all matters which relate to the printing executed by order of this House, and for the purpose of selecting and arranging for printing returns and papers presented in pursuance of motions made by membors of this House. The committee to consist of the Hon. Mr Stafford, Mr Oreighton, Mr O'Rorke, Mr Williamson, Mr Reynolds, Mr Mclndoe, Mr Reader Wood, and Mr Kerr. The Hon. Mr M'LEAN to movo, that a select committee bo appointed, to whom shall be referred all petitions presented to this House, with the exception of such as complain of undue returns, or relate to private bills j and that such committee do classify and prepare abstracts of tho same in such form and manner as shallappear to them best suited to convey to the House all requisite information respecting their contents, and do report the same from time to time to tho House; and that such committee have power to report their opinions and observations thereupon to the House. The committee to have power to call for persons and papers. Three to be a quorum. That such committee consist of Mr Cracroft Wilson, C.8., Mr Potts, Mr Wells, Mr O'Rorko, Mr Peacoke, Mr M'Gillivra-y, Mr Creighton, Mv Birch, and Mr Kelly. The Hon. Mr FOX to move, that after this day this House shall, unless otherwise ordered, meet at three of tho olook ; and thnt tho hour for proceeding to the orders of the day bo Beven p.m., ! unless motions have boon disposed of at an earlier hour. Mr OREIGHTON to move, that a respectful address be presented to his Excellency. Mr MERVYN to move, for leave to bring in a bill to amend the Gold Fields Aot, 1869. OEDEB OP THE DAY. Intestate Estates Amendment Bill, second reading. ADJOURNMENT. Tho Hon. Mr FOX movod, that the House adjourn to three o'clock, on Thursday (this day), which was carried on the voices. The House then adjourned.
