Ou July 4th, the American independence day was celebrated as usual by festivities throughout the Union. Mr Johnson issued a proclamation, pardoning all participants in tho Southern rebellion, excepting those who have been indictod for treasonfelony. Thaddeus Stevens is preparing new articles of impeachment which charge the President with a violation of the Constitution, by creating provisional Governments for the Southern States, without the consent of Congress ; for usurping undue pardoning powers, corruptly using such powers, corruptly using Government patronage, and obstructing the execution of tho laws of Congress. Mrs Lincoln and son go to England. The Democratic Convention have unanimously nominated Iloratio Seymour — and tho Republicans. General Grant — for President. Heavy rains have occurred in Jamaica, causing much damage. A chock of earthquake was felt at Kingston, Gold 142J sterling. Exchange on London, 110$. Petroleum, standard white, 34£ cents.
