Ou July 4th, the American independence day was celebrated as usual by festivities throughout the Union. Mr Johnson issued a proclamation, pardoning all participants in tho Southern rebellion, excepting those who have been indictod for treasonfelony. Thaddeus Stevens is preparing new articles of impeachment which charge the President with a violation of the Constitution, by creating provisional Governments for the Southern States, without the consent of Congress ; for usurping undue pardoning powers, corruptly using such powers, corruptly using Government patronage, and obstructing the execution of tho laws of Congress. Mrs Lincoln and son go to England. The Democratic Convention have unanimously nominated Iloratio Seymour — and tho Republicans. General Grant — for President. Heavy rains have occurred in Jamaica, causing much damage. A chock of earthquake was felt at Kingston, Gold 142J sterling. Exchange on London, 110$. Petroleum, standard white, 34£ cents. Flour, extra State, 8 dollars 20 cents to 8 dollars 80 cents. Corn, old, mixed, 1 dollar 20 cents. A comparison of quotations of tho California!! mining companies, with those current a year ago ! shows a reduction equal in the aggregate to the value of the shares of the leading concerns of one million storling. 2000 foroign troops landed to protect the Custom House and Banks. The Provincial Chambers of Buenos Ayres were opened by Governor Alsuia, who condemned the Paraguayan war, and censured tho general acts of the National Government. President Mitre inaugurated Congres on the 18fch June. Latest advices from the sent of war are- considered unfavorable to tho allies, fcpecie payments nre resumed at Monte Video by order of tho Government, and in consequence two janks have suspended payment. Baron Mana announced that he would immediately place the Monte Video Bank in liquidation.
