We call special attention to the full summary which our telegraphic correspondent has furnished us of the speech made by the Superintendent of Otago, at the opening of the Provincial Council yesterday. His Honor emphatically condemns the muddling and meddling of the General Government in the affairs of the provinces, expresses satisfaction at the resumption of the goldfields management by the Provincial Executive, and points out that in the existing state of affairs, it would bo advisable to reunite Southland with Otago, and ultimately fuse the whole Middle Island into one province.
