Parliament was opened to-day. The following is a summary of the Queen's speech : — " In consequence of King Theodorus, of Abyssinia, continuing to hold several English subjects prisoners, some of whom wore especially accredited by the English Government, no alternative is left but peremptorily to demand their liberation. This demand being supported by adequate forces, an expeditionary army had accordingly been dispatched for the purpose of securing their liberation. The Queen relied on the full support and co-operation of Parliament. Her Majesty continued to receive the friendly assurances of Foreign powers, and considered there was no reason to apprehend any distrbance of existing peace in Europe. The Queen trusted that the Emperor Napoleon would soon be enabled to withdraw the French troops recently sent to Rome. Her Majesty regretted that Fenianism had assumed an organised character and that deeds of violence had been perpetrated in England, but the Queen relied on the firm administration of the law and the loyalty of her subjects. In the course of the present session Reform Bills for Scotland and Ireland, Education Bill, and other important measures, would be submited.

The disturbances in Papal States is over. The French troops landed at Civita Viecetria and occupied Home. The Italian troops did not support Garibaldi's volunteers. The Garibaldians were successful in three or four affairs with the Papal troops, but they were subsequently attacked three miles from Home by Papal und French troops combined, aud were defeated with the loss of three thousand killed and wounded. The French Chassepofc rifle was found to be a very effective weapon.

Menotti Garibaldi has retired from the contest, and his volunteers are disbanding ; and the French will abandon Home as soon as the place is secured. The Pope has bestowed his blessing on Prance:

The Italian troops have retired from the Papal territory. M.-Magne succeeds M. Fould as Finance Minister of France.

Tho Prussian Cabinet has been opened. The King made a pacific speech, to the effect that Prussia was not called upon to interfere in the Italian question, with a view to dimmish the temporal power of tho Pope. The Peninsular and Oriental Company's tender was the only one received for the India and China mails. Its terms will be made known at a meeting on the Gth Dec. No dividend will bo declared.

Tortola, the most important of the Virgin Islands, in the West Indies, has been submerged, and 10,000 lives have been. lost. The leading London merchants havo memorialised the Government to guarantee the Indian Telegraph Company.

The Queen is at Windsor. McGuire, the Fenian, has been pardoned ; five others captured in Chichester have been ordered for execution on the 3i'd December. Bankgof England's note -revenue has increased £395,000 for the week.

Napoleon suggests convocations of European conference, its object and time and place of meeting are not stated, but it is supposed to relate to affairs of Italy. Wool is a penny lower. Money is easy. Discount l-o- per cent to 2 per cent. Garibaldi is a prisoner at Spezzia. Mazzina cries for war on barricades. Victor Emanuel has denounced Garibaldi's movement.

Napoleon has denied the evacuation of the Papal territory by the Italian troops. The Italian Government declines plebiscite in the Papal States, but favors their ultimate co-operation with Italy. Menabrea has formed a Government, Oialdini having failed to do so. A violent storm has taken place at St. Thomas, and the town is in ruins. Five mail steamers and fifty sailing vessels were wrecked. The first portion of the Abysinian expedition has landed at 2/iila, twenty miles from Massawab. Mr Disraeli was warmly received in Edinburgh. • • Two policemen have been shot in Dublin. A reward of £1000 has'been offered for the discovery of the murderers. The Democrats have carried the Ohio, New York, aud New Jersey elections, while tho llepublicans have been . successful in Massacb.uscl.ts, Virginia, and Georgia.
