Biarritz, October 10. The Marquis de Moustier, the French Minister for foreign Affairs, and the Chevalier de Nigra, the Italian Ambassador, hare been in constant consultation here with the Emperor since the troubles in Italy broke out, and it is stated that the following plan for the settlement of the Roman question has been agreed upon : — " Italy is to take possession of the Roman provinces, but His Holiness Pope Pius the Ninth, is to remain in Itome and retain the government of the city until his death, when the temporal power of the Roman Pontiff is to cease." It ia reported that Napoleon has addressed a note to the Sovereigns of the South German States, on the subject of their relations with Prussia, and that in this note, after calmly discussing the last circular of the Prussian Cabinet, urging German unity, he asks the Southern German Sovereigns to pledge themselves not to pass the Main, and not to merge their countries in the new Germanic Confederation of the North.
