DEATH.

Valentine. — At Whitewoods Hotel, Hutt, on 23rd July, of scarlet fever, Geoi'ge Thomas, the beloved and third son of Mr Nat Valentine, aged 3 years and 8 months.

In the Prorincml Council last night- the Speaker took the Chnir at 5 o'clock. Mr LUDLAM presented a Petition from 173 inhabitants of the Halt District, praying for an alteration in the Market Act. On the motion of Mr CRAWFORD £300 was voted in nid of the Wellington Swimming Baths. The PROVINCIAL SECRETARY., in withdrawing the Electric Telegraph Communication Bill, said the General Government were about, to introduce a similar Bill in the Assembly, and it was therefore unnecessary to proceed with such a measure in the Council. The second reading of the Manawatu Race Course Bill was postponed till Friday. The PROVINCIAL SOLICITOR said, on the resumption of the debate on the Corporation Bill, that the Government had not the slightest objection to the city having a Corporation, but they objected to the proposed endowment. He then pointed out faults in the details of the Bill, and concluded by moving an amendment that the Bill should be read a second time that, day six months. Mr W. MILNE said he was opposed to the Bill. Mr BORLASE said the present Town Board Act worked most unsatisfactorily, and the members of the Board were therefore seeking for some alteration. At any rate the Bill should be committed, and he trusted the country members would not offer unnecessary opposition to the wishes of the (own. Mr MASTERS said he would not obstruct the Bill. The town and country members should wort together to establish municipal institutions in Wellington, the Empire City, and now the seat of Government. Mr LUJ)LAM then said the Bill embraced two principles, the establishment of a Corporation and the settlement of an endowment, but ho was only opposed to the manner of doing the latter ; lie would support the second reading, and propose alterations in detail if the Bill were committed. Mr WATT said the Town Board Act worked very well in Wanganui, he would therefore vote for the amendment. After an interval, On the House resuming the adjourned debate on the Municipal Corporation Bill was resumed. Mr WELCH spoke in favor of Municipal Corporation Bills, and referred to the good working of the system in the adjoining colonies. The PROVINCIAL SECRETARY was opposed to the second reading of the Bill, and proposed an amendment on behalf of the Government. Mr WALLACE was in favor of the second reading of the Bill. Mr BRYCE expressed his opinion in favor of the introduction of the Corporation Bill with certain alterations. Mr PHARAZYN opposed the second reading of the Bill. Mr DRANSFIELD spoke inits support. Mi" KELLS opposed the consideration of the Bill in its present shape. Mr RHODES spoke in support of the Bill. : Mr STOKES made a few remarks against the j further progress of the- Bill. i Dr ALLISON objected to the passing of the j Bill in its present shape. Mr HICKSON having briefly replied, the question was put, and decided in favor of the | (second reading of the Bill, by the Speaker's cast- j ing vote, the numbers being, Ayes 12 Noes 12. The House then went into Committee of Supply ■ after which it adjourned till the following (this) ' day.
