The ♦ Globe' of Sept. 25 says that 'Le Siecle recognises in the conrocation of the Finland Diet a tardy fulfilment, on the part or tLe Czar, of the *gid£mn stipulation entertd into with Sweedebl|nF the tmnsfer of that territory to Russia by the treaty of Fredtriksbaven, in 1809. The Grand Duahy'of Warsaw is held by a still more recent tenure, the engagements of 1815 securing for the Poles an equal amount of representative institutions. But according to 'La France ' of last evening, the treaties of 1815 are finally discarded by the Autocrat, who, through the mouthpiece of Gortschakoff, has plainly intimated to Europe that brute force alone is his only reliance for holding adverse possession on the Vistula. That pretension remains to be dealt with by the contracting Powers.
