Hie • Globe' of Sept. 25 says that l Le Siecle' recognises in the convocation of the Finland Diet a tardy fulfilment, ou the part of the Czar, of the solemn stipulation entered into with Sweeden at the transfer of that territory to Russia by the tieaty of Fredsrikshaven, in I*Bo9. The Grand Duohy of Warsaw is held by a still more recent tenure, the engagements of 1815 securing for the Poles an equal amount of re. presentativo institutions. But according to 'La France ' oflast evening, the treaties of 1815 are finally discarded by the Autocrat, who, through
the mouthpiece of Gortschakoff, has plainly intimated to Europe that brute force alone is his only reliance for holding adverse possession on the Vistula. That pretension remains to be dealt with by the contracting Powers.
