THE MINISTRY'S PROGRAMME.

(From the Southern Cross, 6th Nov.)

The new Ministry hare laid their programme before the country, and it is all that could be desired. No peace is to be made until the natives acknowledge the Queen's supremacy, and submit themselves to the operation of the laws. The Queen's writ must run through the length and breadth of the land. The na. tives will be disarmed, as a guarantee of the future peace of the country, and the cost of the war will be defrayed out of the confiscated lands, or made a charge upon the provinces in proportion to the amount of benefit they trUl

1 derive from ihe location of military settlers on b!ocks of alienated territory. It is contemplated to introduce at least 2,000 men from Australia in addition to the 3.0C0 men already enlisted for this special service. Thus, the great aim-.ofi the war. the beneficial occupation of the millions of waste iicre?, will be carried out by a wise policy, which in ils operation, however austere it msiy look at first sight, will confer untold benefits on the natives. They will be located on blocks of land sufficiently large for their use, and will have evety stimulant to improve their i circumstances and become useful members of society. An effort is to be made to introduce 15,000 men from the mother country, and we imagine that, in the depressed state of trade, •mil with the inducements New Zealand holds out to emigrant*, there will be little difficulty in getting the requisite number. We should say that there is room for 30.000 instead of 15.000, and we hepe to see even that nuinbe I exceeded by the reality.
