(To the Editor of the Wellington Independent.) Wellington, 12th Oct., 1863. Sir, — Arriving here on Sunday from the Southern Ports, and my day of sailing being Tuesday, I thought that by coming alongside the wharf it would expedite my loading and discharging ; but from the absurdity of your wharf regulations, my whole time in this port would be absorbed in complying with them, as the Harbour Master informs me that iu compliance with these regulations, I should be compelled to make my bower chains fast to the buoys, which are placed at a most ridiculous distance off. I therefore prefer remaining at my anchorage, loading and discharging by lighters, although I shall have to do this at ship's expense. — I remain, Sir, yours' respectively. John Matheson. Master s.g. Bangaura.
