LATEST NEWS FROM ENGLAND.

The following is from the Saa Francisco Daily Herald^ and Mirror of June llth : —

European advices bring a report that Earl Russell has taken a bold diplomatic step in advance of the Western allies of England, on the Polish question. He is said to have proposed to Knssia a plan of peace, combining independence for Poland. The plan of proposal is thus stated : —

First — The conclusion of an armistice for one year. Second — The Polish fortresses to be guarded by Rassian troops. Third — The immediate institution of a Polish administration, Fourth— No individual in the rebellion to be arrested or brought to trial.

The Cabinet of the Tuilleries, it is said, has eagerly associated itself with that of St James in the presentation of these demands, but it is thought the Czar would refuse to entertain them.

The following is a summary of European intelligence received at Halifax on the 10th June, aud telegraphed to San Francisco, It is of later date than our files of English papers, and can scarcely be considered to have been anticipated by the very brief Red Sea telegram supplementing their contents.

Halifax, June 9. — The steamer Africa, with dates from Liverpool to the 30th, and from Queenstown to the 31st has arrived.

A public meeting was to be held at Liverpool on June 3rd, to pay tribute to the memory of Stonewall Jackson.

The ships Dorcas, Prima [Prim* Donna ?J and Union Jack, from New York for Shangbae ; the Sea Lark, from Boston for San Francisco and the whaler Nye, have been captured. Mr Roebuck has given notice that he would offer a motion in Parliament, that England open negotiations with the other European Powers for the recognition of the Southern Confederacy. Lord Montague will move an amendment.

Liverpool, May 30. — The Paris correspondent of the London Morning Herald says: — " Mason's presence in Paris has strengthened the report of the approaching recognition of the Southern Confederacy."

The great stumbling block seems to be in the stubbornness of a portion of the British Cabinet. The general impression is that France will take the lead in the recognition of the South, and think Europi will not be slow to follow.

The Paris correspondent of the London Morning Post also reports that fresh efforts are being made by Mason and Slidell to obtain from the European Governments a recognition of the Southern Confederacy.

The Army and Navy Gazette looks, during the early part of June, for a most remarkable series of operations in various parts of America, on which ft ill depend the summer campaign, and says let no man believe that we are near the end of the war, as fur as the North is con cerned. However, there are signs that a civil conflict may at any time break out within the borders of either or both of the belligerents.

London, May 31. — The Confederate loan closed at 2£ discount. The Polish insurrection is still progressing:, the Poles having gained several minor victories.
