The debate on the tariff resolutions was resumed to-day. Mr Hart spoke dead against tb em. Though opposed to ad valorem duties, he would rather have them than this tariff. The same opinion was expressed by various members. Mr Gtyde made an able speech, defending the resolutions. He thought it would be difficult to return to ad valorem duties. The principles laid down in the Conference would tax articles of general consumption and of considerable bulk, to prevent smiififgHog, but not of colonial productions. Mr O'Shanassy had suggested small ad valorem duties, 'but could not be induced to put the suggestion into the form of a resolution. Spirits fixed at 10?, as in Victoria and South Australia. Sydney and Tasmania had adopted 10s. It had been hard work to persuade the Conference to reduce the duty on wine in wood to 2s ; tea 6d, article much used ; sugar same, woald not seriously add to the cost of. housekeeping. Carefully considering the subject, he believed this tariff would press more lightly on the workingclass than ad valorem duties. Gave calculation to show that a man spending £100 a-year with this tariff would pay 20s, with ad valorem 30s. Same proportion with persons spending £400 or £500. The tariff was easiest for them. Those spending £1,000 would pay through luxuries, bottled wines, &c. He would support the resolutions, hut was happy to say he had nothing to do with raising the required amount of revenue from the tariff. That was the Treasurer'avbusincss ; he did not believe it could be done. Mr Glyde's was the only speech today supporting the resolutions ; in opposition were Kingston, Townsend, Sutherland, and Hewitt. The feeling is, that Government had better have acted independently, and brought in a tariff of their own. Mr Glyde said it was understood in Melbourne that the Governments are pledged to carry the tariff in each colony or resign. > The Government here is willing to discuss the items separately. The debate is adjourned till to-morrow. The speaking was languid. So far there has been no excitement. There is great surprise here that nothing was done in Melbourne yesterday. People expected the report would be presented simultaneously in all the colonies, and think they have been regularly sold.
