SUMMARY OF THIS DAY'S NEWS.
r Thursday, Fkb. 26, 3 o'Clook, Our Paris correspondent mentions a rumour * prevailing their to the effect tbat the Czar had * submitted the Polish difficulty to the Emperor's r arbitration. Tbe probability is that tbe rumour - bad its origin among the -Bourse speculators. ' We are informed, as staled in another column, 1 tbat the Euglish and French Governments have L agreed to adopt a common course oi action in f respect to this eerious matter. ! The Belgian paper the Nord says that the i French Government have sent " very, precise ■ instructions to the legation at Bio de Janeiro iv a sense essentially sympathetic with Brazil." The Calcutta mail brings papers from Cal- * cutta to the 22nd ult, and fiom Hong-Kong to > the 14th. Their contents are of a less than usual interest, and the principal points have 1 been made known by telegram. The importance of the political news from New York far surpasses that of tbe military. A very serious misunderstanding had arisen between Mr Seward and M. Mercier, the French minister, on account of the contradictions contained in the dispatches of the latter, published in tbe Livre Jaune, and one of Mr Seward to the American Senate, relating to tbe visit of M Mercier to Bicbmond. M. Mercier says bis visit was undertaken at the suggestion of Mr Seward, to ascertain the state bf feeling at the Confederate capital in reference to an adjustment of their differencies. Mr Seward denies that he made any such suggestion to M. Mercier. Under such circumstances official or even persoual communication could scarcely be carried ou between them, and either Mr Seward's removal or M. Mercier's recall seemed certain.. Moreover, Mr Seward has peremptorily declined the proposal of the French Government that commissioners from North and South should meet to debate the terms of an adjustment. The proceedings oi the North Western States are also of great importance. The Illinois Legislature has appointed commissioners to confer with delegates from other states upon the condition of the country, to meet in March at Louisville, Kentucky. Kentucky has responded, and appointed commissioners to the Louisville conference, and it is believed all the loyal Middle and Western States will be there represented. The Indiana Legislature has also passed resolutions demanding an armistice as soon as practicable, and a convention of all the states, including those of the Confederacy, at Nashvilie.
