Monday, 15th September, 1862. The Speaker ook the Chair at 11 o'clock. Public Accounts.

Mr. J. C. RICHMOND moved— " That Mr. SPEAKER do direct the Auditor of Public Accounts to furnish a certificate of the correctness of the Colonial Treasurer's statement of Accounts for the financial year, ending 30th June 1861, reserving the items referred to in the Report of the Audit Committee, and that Mr. Speaker be authorised to countersign the same." The hon. member in bringing forward this motion proceeded amidst the laughter and conversation of the House, to read a voluminous mass of documents relative to finance, not only in this colony, but in Great Britain and Canada, but had not proceeded far in his speech when he was interrupted by Mr. Fox, who stated that he had an important motion to make, Mr. Richmond however contended that the present subject was of very high importance indeed, and would therefore proceed with his remarks, which he accordingly did, until 10 minutes to 12, when he resumed his seat. The motion being seconded was agreed to.

Appointment of the Attorney -General Mr. FITZHERBERT in the absence of Mr. FOX who had left the House, then moved —

"That it is expedient that this House shall be informed, what arrangements have been made, -or it is intended to make, in reference to filling up the Attorney-General-ship, and whether any other Ministerial changes are' contemplated after the Prorogation of this House. The hon. D. BELL was proceeding to comment on the inexpediency of bringing forward a motion of this nature at such a period, when a message was received from His Excellency desiring the presence of the members of the House in the chambers of the Legislative Council, to which they at once repaired, when his Excellency read a speech, a report of which appeared in our columns last Tuesday. The House then stood prorogued till Slat December.
